~라 can be an informal way of making a command.
~해라 - do ~ (imperative form)
so if i say 빨래 널어라, it means 'hang out the washing' as a command xP
i'm not sure what other circumstance you might be talking about. if you give me an example i could explain that^^

What is the common romanization for 구? Goo? Gu? or Ku? It's part of someone's name..
mutizen is just like netizen except not on the internet. ^^ so it's basically just the citizens (i think)
구 would probably be Goo unless it was a surname; then it would be Ku/Koo.
I know someone with 구 as the surname and they chose to romanise it as Koo.
but it all depends on the person/parents and how they wish to romanise it
