Lady Gaga, as successful as she is knows where to "borrow" from.
That MAH MAH MAH sound you hear isn't original, but used in her own, original way. Another big thing to point is out is the "ROLLING bass kick snare" sound that you hear, which produces a very groovy rhythm. Its back with a in radio music and Gaga got it popular again. (Also refer to Kanye West - American Boy) for a good use of this)

as long as artists and producers admit that they took things from other work, I don't mind.
The only problem I have is when artists continually sample, that just gets annoying.
