Okay it's been a few months since I've been seeing her and it's her birthday next week.
She SAYS she doesn't want anything because she can already get whatever she wants from her dad (handbags, clothes, etc.). So yeah, maybe she does seem spoiled but... I still want to get her something for her birthday.
She is 28 years old.
I am trying to decide between some jewelery from Tiffany ($500 or less) or a Burberry vest ($450) since the weather is getting colder and she just moved to this area from Los Angeles where it's always sunny.
What do you think?

Something memorable like her name tattoo'd on your arm!
That way it's something significant that her father could never get for her.

just because someone says they don't want something doesn't mean that they actually don't want something.
since you seem to get that, i would say that the two items you suggested are not going to make her happy.
a vest is a fashion item, and people are picky with fashion.
unless she's said that she wants it, i wouldn't go for it (even if she does wear burberry).
as to tiffany, if you'd really like to get her a necklace, get her one of the smaller and cheaper ones, and pair it with something special.
if she can get any expensive thing from her parents, she doesn't need you to get her expensive stuff.
get her something small, but meaningful.

Few months? I say neither.
Take her to dinner and buy her something that'll cost less.
Unless you guys were kind of serious, I'd say that both would be kind of a burden.

i don't think you should get her anything that expensive if she specifically told she can get whatever she wants from her parents. i think she's saying don't spend too much, not don't get me anything.

I agree with the others that you should get her something memorable. For example a personalised photo mosaic of one giant image - both of you together etc. More info:

I'm a girl and i LOVE it when my boyfriend buys me flower..
he made a collage of our pictures and i thought it was really sweet of him, and he also bought fake flowers and made a dozen heart origami with dollar bills in a vase with a bow!
MAYBE you can make her something too...
i wouldn't buy her anything too expensive if i were you..she might expect it ALL the time if you buy her pricey things in the beginning of the relationship...im sure she'll be happy with whatever you get her!

unless she doesnt like chocolate...... but all my friends do and all the ladies i work with... but get her a nice one like godiva =D and flowers... accessories/clothing are really hard to choose for people so i don't really suggest that unless u know her a lot longer. some people prefer gold colors while other prefer silver?

i know some people mentioned flowers, but, don't get her flowers unless you know she likes them.
flowers and chocolate (especially on v-day) are like THE fallback gifts that guys get for girls.
i don't like flowers, and when i get them i am just like "this person obviously knows nothing about me".

Since you mentioned your girlfriend is 28 years old? So, assuming you are of the same age and older and assuming you have a stable job since (again, assuming you are out of school), you should try to do something good. AND again, i will assume you really care about this one and want to have her in your life for the LONG run, if not, forever. She is testing you (in most cases, when a girl says she doens't want anything, she is hoping deep down that her guy will do SOMETHING). THis applies to most mothers too. It doesn't have to be a gift but an action that shows how much you care and think about her.
Do you see yourself marrying this girl? If you don't, stay away from rings. Stick with a necklace or bracelet just to be safe. If you don't know her style of clothing and size, it is best not to buy clothes (especially if it costs that much). However, if you want to make her day more enjoyable, you will take her out to have fun as others have mentioned. At the end of the fun, give her a gift. If she is the adventurist type, take her out side, new places to have more memories together. If she likes romance, take her out on a cruise and enjoy dinner there. There are one day cruises if you live by along the bay.

Why don't you take her to a nice dinner, or make something out of papers or stuff?? Make the dinner, like a dreamy dinner XD Actually don't go to an expensive restaurant or any restaurant. MAKE IT YOURSELF! You know how romantic that is?! Put balloons and candles, BE CREATIVE! Don't be creative by buying her jewelries, how boring is that.
