Virtualdub-MPEG2 for all video formats. You'll either:

1) ... simply load it directly in Virtualdub-MPEG2 and use the full processing mode to save the track as a wave (which you can later edit and convert to whatever you want)

2) ... make an AVISynth script (.AVS) with a one-line command DirectShowSource("C:\yourvideo.WMV") so that you can frameserve the file to Virtualdub-MPEG2. You would only do this for files which Virtualdub cannot directly open (like Real Media or troublesome files like WMV, ASF etc...). Once the file is opened in Virtualdub, you can then do option #1 (full processing, save as wave, edit and convert to your heart's content). All you need is to make sure AVISynth v2.5 or above is installed.

3) ... or for certain audio formats (like AC3 or MP2 audio), simply open the file in Virtualdub-MPEG2. Set the audio processing to Direct Stream Copy and select the "save as wave" option but change the filename's extension to AC3 or MP2 appropriately when you're saving the file. Then use a program called BeSweet (plus the frontend GUI and AC3 plugin) to convert the AC3 or MP2 file to wave for further editing/converting.

What I've outlined above is meant for people who plan on editing the audio file like making it louder or whatever. It's not as simple as other methods but it gives you the most flexibility (because you're working with wave files which are universal) and retains maximum sound quality (because the initial conversion to wave format is lossless).
