Little White Bumps

I have these little white bumps on my face, I'm not sure if its acne or what.. there ussually around my eye and pop up randomly and stay there for a realllly realllllllly long times like months and then they dissappear... i don't know what these are or how to get rid of them.. dry.gif . Can anyone help? oh yeah and i think i've had this problem for a real long time
