Wait, several chapters ago it was stated that Madara created Akatsuki. Now we have Nagato saying that he was the one who created it. Which one is it?
Also, after hearing Nagato's speech about war and peace, I can somewhat sympathize with him.

It appears Pain is operating on an agenda outside of Madara's interests...and both of them don't seem to mind. I don't think it will ever be clear as to who created Akatsuki, as both of them are so convinced that they're the ones who started it, regardless of who really started it.
