I don't know about other places, but in Japan there's this glue (not really GLUE. It washes off..) that you can apply to the top of your high-socks to keep them up. Long socks are often worn there with their school uniforms, so the glue's available pretty much any place where you can find the socks.

well i can't say they stay in the same exact position the whole day but it doesn't fall off or anything
i mean the top is really tight so it stays, but they're just like knee socks. they'll fall a bit, but you just pull 'em up like once or twice throughout the whole day.

i also have another pair where the inside has this rubbery lining on the top so it doesn't move.. AT ALL. those are nice.
