If you have been in a car crash and you need the guy's number, you need to inform it to the police. If I am correct...trying to look up the license plate number for someone's personal information is considered illegal.

Anyone know somewhere where you can do it for free? Or.. well, can anyone help me out here? haha >w<;; I need this guy's number. D8
You can't get it done at all...because it's illegal and a violation of the privacy policy of the DMV/Ministry of Transportation.
think of this way, having a reverse look-up for plates would cause all sorts of dumb stuff to happen. like for instance, if you cut someone off in traffic and they got road rage, they could copy down your plates; find out where you live then come after you.
wtf you need the guy's number for? did he hit your car...or are you looking for his number so you can call him up and stalk him because you thought he was good looking or something? that's plain creepy....like wtf?!?!?!
if it was an auto accident, all you can do is give it to the police and they will handle it; under no circumstances will they give you the guy's number.

HAHA no, some idiot crashed into my mom's car but just drove off
i got his license plate number, thankgod, but i guess i should tell the police ._.
It is hit-and-run, and very illegal. You have to report it as a crime to the police. Also call your insurance.

If it's a hit and run, it's considered a felony. go to your local police office and report the case. I don't think your insurance will go up because you haven't done anything wrong.
