OK I think I can help you out a bit ^^
But first of all, how low is your budget?
I mean, how much money do you have to spend?
do you have some background knowledge about recording?
do you have experience with any music software or you want to start learning?
do you play any instrument?
I guess a good way to start is getting an interface and some software.
If you are a noob and are planning on being a producer,
I guess all you need by now is a keyboard, an interface or digital recorder with 1 or 2 analog inputs for voice recording or any other plug in instrument.
about software, if you have zero experience, I recommend you to start making tests with adobe audition (also known as cool edit). Then you can move on to cubase ^^.
if you are just starting and your knowledge is not that vast, you should and have to read a lot. Being a producer or Audio Recording Engineer is not that simple. You need to study, music is not all about intuition and what sounds "cool" or "good", especially if you are planning on being a producer.
Another thing that could come in handy for you is a rythm drum machine to make loops. A cheaper and more versatile option could be buying a software that makes rythm secuences like frootyloops, is usually around $100 cheaper than the actual hardware/rythm drum machine.
If you are more specific, I could give you a more accurate advice about brands that could fit your budget.
Remember low budget=2nd hand, used or refurbished is your friend ^^

Mm...I would recommend Audition as a basic program rather than anything like Goldwave or Audacity--I find its multitrack layout is a lot easier to mix with than the others, but then, I started off using AA rather than the others. I'm sure there's a crack for it somewhere, maybe look around, i think someone around here has it--or download some of the free/trial versions of programs and see which one suits you the best. Cubase, I have absolutely no experience with, except for watching hmaster mix using it, although he seemed pretty hyper when using it...
The rest, I am very noob.

You can do AMAZING sounds with Fruityloop and a keyboard. Trust me on this one.
