Instead of the DMC-FX07, I've decided to get the DMC-FX30 instead. Both are the same except DMC-FX30 is slimmer and newer =)
WAAAH! I really want it, but my dad keeps on wanting the Sony!
I'll be getting the Sony from Costco and the DMC-FX30 from Ebay =O

As far as the two goes, I would suggest the Panasonic. As MINJI said, Sony's are overpriced. Both produce similar images (quality is average, CA is probably going to be evident, etc.) and the lowlight will probably be similar as well (which is to say, it isn't anything special) The few Sony P&S I've picked up, I haven't been impressed with the build quality for the price. There always seems to be some part, some piece that's made with plastic and feels like it could just snap off (battery compartment or memory cover...) I haven't picked up the W80 yet, so can't say how it feels...but I know the Lumix is very nice construction.
The Lumix has a better LCD screen and will be easier to compose/review your images during the day.
The Lumix is wider at the short end. You should definitely point this out to your dad -- 28mm vs 35mm is the difference between EVERYONE in a group shot or people getting cropped off.
Finally, Sony uses proprietary memory. I've never been fond of Memory sticks because of that. It's one of the main reasons I never picked up a Fuji camera (even though, the cameras are VERY VERY nice -- it uses XD memory...) -- The F40fd is looking VERY nice though
Anyways, regardless of my post, you've already done the most important thing -- You've researched AND held the cameras. A lot of people JUST research and find the "best" camera on paper. They order it, and find they hate the camera. It ends up just sitting on the desk or in a bag, collecting dust..until an event comes up and the, "oh, where's the camera at?" question comes up.

Just last night, my dad said that I will not get any other camera besides the Sony.. from Costco. T____T He likes the name that's all... and the part that says '8MP' lol. He thinks that 8MP is A LOT better than 7.2MP. He's skeptical about Ebay sellers even though there are better deals there and he's always saying that if anything goes wrong with the Sony, he can always return it to Costco because they accept all returns xD

Tell your dad that more megapixel != better quality. It's actually the opposite. More megapixel on a small CCD sensor results in more noise!! In fact, when you start packing as many pixels as you can on a small sensor, you have to start relying on heavy "noise reduction". I've seen images taken with a 4MP camera that would blow away 10MP p&s because of the difference in sensor technology. It's not all about total megapixels...
Unfortunately, it's your dads money, so he'll probably have the final say...but the "megapixel myth" is like the "megahertz myth" from the Intel/AMD days and the consumers fall for the "higher number = better quality". We all want "more" and "faster" stuff...

I like the panasonic because it has wide angle lens. Basically this means you can get a wider shot. Only a couple cameras (more like 4) have this option (kodak, panasonic, canon, and another one), so I would definitely get the panasonic over the cybershot.
Also, that particular cybershot takes very bad pictures.

It takes really good pictures so I would opt for that.
For the sony one It takes good pictures as well but not as well as the Lumix and it's more bulky..
But I guess it's all up to you.

Samsung isn't THAT good at digital photography yet -- I'd stick with the lumix.
