Have you had any recent problems with malware?
Normally, this message occurs if your Notepad application has been renamed or replaced by a trojan.
If it's been renamed, it usually becomes "notepad.exe.bak" - rename it to "notepad.exe", reboot and try to open it.
If you've been infected with something, it would be best to run AV/anti-trojan/malware scanners.
Follow the steps here
If all this hasn't solved it, then - as the last step in the above procedure suggests - post a HJT log in the appropriate forum (follow the steps to do so - they're also in the above procedure).
