TS: You can either loose weight overall (you can not spot train) or get a breast reduction.

You probably wouldn't see result right away, but at least in the long run it's good for you.

well if you're chubby/fat, you should exercise to burn the fat in there.

no fat doesnt turn into muscle
They are two unrelated things.
Turn fat into muscle? You've heard the phrase a million times, but can you really turn fat into muscle?
Muscle & Fitness, Oct, 2004
How many times have you heard someone talk about turning fat into muscle? This bogus idea has to be one of the oldest and most incorrect beliefs in the history of bodybuilding. And now it's time to set the record straight, once and for all. You can't turn fat into muscle! You never could, and you never will. Fat and muscle are two completely different body tissues. Fat simply can't transform into muscle, just like water can't turn into oil.
The physiological processes of building muscle and burning fat are completely unrelated. The combined effect of building muscle and losing fat may appear as though you're turning fat into muscle, but in actual fact, that's just an illusion. Let's take a closer look.
Building Muscle
To stimulate muscle growth, you need to activate the anabolic (building) pathways. As you already know, weight training has been the universal tool for building muscle. By challenging the muscle with heavy weights, it has no choice but to respond with increased size and strength. On top of weight training, increasing food intake and using musclebuilding supplements to pack on size are common bodybuilding strategies. Unfortunately, during the musclebuilding phase, bodybuilders usually experience an increase in fat due to increased calorie intake. So even though you get bigger, you will likely lose your shredded appearance.
