kyuubi doesn't contain the "largest" capacity for chakra. gaara has a monster sealed in him too. all it means is that they can use the chakra and lets them perform better jutsu.
Naruto refers to Japanese and Chinese mythology, and in mythology, the Kyuubi is refered as the "King of Bijuu" with unlimited amount of power; with the greatest amount of chakra. I'm sure something similar to it was mentioned somehwere in the manga and anime.
