I use Irfranview to resize my pictures. Its free and easy to use, you can download it here, Ifranview

1. Open the picture you want to resize.
2. Press CRTL+R and resize either the width or height of the picture, doing both will not resize it correctly.
3. After that, use your mouse to create a box over the picture.(click in the top left and drag to the bottom right). You can click and drag the four sides to get the perfect size. Watch the numbers on the top in the title bar and keep resizing the box until you get the numbers to be 240x320 (Selection: xx,yy; 240 x 320; 0.123).
4. Lastly, once its the size you want, ie 240x320, press CTRL+Y to crop your picture.
