1) you lose overall body fat. not just fat from hips, waist, stomach, leg..etc.
2) to tone any part of your body up, you need to lose the overall body fat. to lose fat in a healthy and efficient way, continue with your cardio and healthy diet. unless you have medical problems that prevent you from losing fat even after you do your cardio and dieting correctly, i dont see why those 2 things cant help you lose weight.
3) this exercise is not for losing fat. it's for lean people to build up abs and SHOW it. if you are fat, you can still do this and build up abs muscle but it wont help get rid of fat nor will the results show. and i dont get how you were able to link this to losing fat from HIPS. this has nothing to do with hips.
How fat is fat to do some cardio before 8min abs? my abs is a bit jello-ey, but its also pretty flat.
