Have you tried WINDOWS KEY + R, then type in "Control Panel" (without the quotation marks).

You can also open any folder, goto Tools -> Folder Options -> View tab. Fourth checkbox from the bottom for me shows Control Panel in My Computer. I believe this is a registry setting, so perhaps some of your settings aren't being saved?

Pretty sure the step you mentioned has it, maybe look again?

Right-click on the link above > Save As > save the file somewhere on your computer then double-click it to run the program. It will toggle your Control Panel to either be ENABLED or DISABLED. Reboot for the settings to take effect.

omgg. that's what happened to me over the summer =/
i had a trojan and worm 0.something virus sad.gif
i had to do the system recovery thing.
basically the control panel was gone because the virus took over
and it controlled my whole options section.
so it was like the administrator .
i couldn't put it on safe mode etc..
so i had to do the system recovery.

Ok, so it wants to play hardball....

... in that case, Go to Start > Run > type gpedit.msc and hit <enter>. The Group Policy Editor should pop up. Go to User Configuration > Administrative Templates > Control Panel. On the right window, double-click on Prohibit access to Control Panel. Set it to Disabled, hit Apply then OK.

^lol, did it and the group policy editor doesn't pop up. instead, a good ol' "windows cannot find gpedit.msc" window pops up.

is this a lost case? D:

Check to see if gpedit.msc is there or if it's been deleted by a virus or something. Open Windows Explorer and browse to C:\Windows\system32 and see if you can run the gpedit.msc file from there by double-clicking it.

If you cannot find it there, do a Windows search for gpedit.msc and also control.exe [which is Control Panel].
