I was wondering why does the 7 Series cost more than the M Series even though they have less horsepower than the M Series? What does the 7 Series have to offer?

Because horsepower isn't everything?
And there is no M7. You're comparing apples and oranges.
A 645 and 650 cost less than an M6.
A 545/550 cost less than an M5.
3 Series/Z4's cost less than their ///M counterparts.

M series are more performance oriented and doesnt cater to everyones needs. 7 series are more luxury and bling factor. Theres a good reason why the 7 series (760i) is the current flagship model of BMW lineup

The trunk lid, taillamp clusters, rear bumper and spoiler were modified, too. The rear bumper's wraparound portion tucks in more noticeably than before, and the taillamps wrap into the reshaped trunk lid. All models have chrome trim on the bumpers.
One distinguishing feature of the 760 is its high-gloss Shadowline black finish around the side windows rather than matte black and chrome. The standard Electronic Damping Control suspension has a Sport mode as its default. The 760Li rolls on standard 19-inch rubber and is fitted with a self-leveling rear suspension.
Interior
Up to five occupants have ample space in the 760Li sedan, and backseat passengers enjoy abundant legroom. An Active Support massage feature is included in the driver's seat, and the front seats have Active Ventilation. The 760Li has Ash wood trim that comes in two tones with inlays.
Detail trim elements have a metallic appearance. A flat-tire warning and a 13-speaker Logic7 audio system that includes a six-CD changer are standard. Rear climate control and a rear, cooled compartment for food and drink are optional.
Under the Hood
The 760's 6.0-liter V-12 generates 438 horsepower and 444 pounds-feet of torque. The gear selector for the six-speed Steptronic automatic transmission is located just ahead of the steering-wheel rim. A steering-wheel button selects Drive, Sport or Manual shift mode. Buttons at the front and back of the steering wheel can be used to execute manual gear changes.
Safety
BMW's inflatable tubular Head Protection System includes side curtain airbags for the first and second rows. Front-seat side-impact airbags are installed, and rear side-impact airbags are optional. An electronic stability system and Active Knee Protection are standard. Active Cruise Control that uses a radar sensor is optional.

This last few years 5, and 7 series were/are the ugliest BMW's ever. Definitely not worth the money, better off to get the new M3 or even 1-series when they come out sometime next year.

why would anyone want a M3 or a 1 series when they are in the market for a 7 series? all these cars are meant for different people in different classes

Actually, imo, Bangle did a very good job redesigning the 5-series.
7-series does look a bit awkward but it's hard to get the proportions right on big/small cars.

If I didn't like the 5 and 7 series (which I actually do like but that's just my opinion) and I had enough money to pay for one, I wouldn't shop for cheaper cars, I'd probably get a Lexus LS460 or something.

The 7 series....... is like a yacht.
Dammmmmmmmmm comfortable. I sat in one before its like being in a bubble.
The E350 Benz is a lil bit of a coarser ride, but still hellllla quiet.
Or I'm thinking anything is quiet with a top... Miata is so much fun.
