imo:
Gladys Night/Pattie LaBelle/Chaka Kahn...pretty much all of the old school female singers. dude these women can BLOW.
nowadays i'd have to give props to:
Mariah/Whitney(early 90s for both)/Beyonce/Jenifer Hudson...there's some good talent out there
buuut ''of all time'' is so subjective...um..maybe Pattie?

There are a few other good ones out there but they have yet to reach what the above mentioned have achived so far IMO.
Oh, how could I forget Aretha Franklin... that was a powerful singer (Whitney's still no.1 for me though

I mean...She's been in the business for so long, and she can still belt out all the notes.
Whitney was sooooo amazing in her prime, but now, I'm not sure her voice is even stable anymore.
Shania Twain is also a vocalist I adore, as well as Celine Dion.
For Japanese artists, I'd say Utada Hikaru (since I'm not familiar with older artists). We all know that she doesn't have the best vocals or best control of her voice, but the way she carries her songs is brilliant. She has a beautiful and very alming voice in my opinion, and she's one of the best lyricists/self-composers out there right now in the jpop industry.
For Korea, it's the same situation, I'm not familiar with everyone. So I'll go with Big Mama, Gummi (sp.?) and Lee Soo Young.
We love you unnie, please keep watching over us.

Ayumi hamasaki - yea yea, people are gonna go balistic, and say shes horrible, but i think shes amazing. She sold 50 million + album, there must be something shes doing right in her vocals.
