You're sadly misinformed.
It all depends on how much kcal you consume a day (calories in vs. calories out)... You gotta also factor in protein and fats... It's just not the carbs that'll make your body "BIGGER."

It will make it smaller. Running up a hill will also make it smaller.

first thing you need to know is that jogging is cardio. If you have excess weight on your butt and want to shape a solid tone, keep it up. However, if you are underweight, jogging is not the greatest solution. This will tone your butt, but it will definitely not make it bigger.
In order to have the best progress, you will need to add muscles to your butt. The two best muscle-gaining exercises for the butt are squats and lunges. Doing these each for 10-15 minutes every other day should be fine. Its definitely a good idea to start off with some cardio (jumpropes, jogging, jumping jacks, etc.), but remember that cardio doesn't necessary make you bigger but actually makes you smaller.
Last but not least is dieting. Eat before and after your exercise session. Failure to good eating may put all your hard butt exercises to waste. Now we don't want that, do we? And you know what i mean by good eating (fruits, veggies, lean meat).
Okay, i hope this helped!

It'll actually make your butt smaller, unless by jogging you mean "competitive walking"
.
If you want to tone it up and make it more muscular, you'd have to keep your butt firm the whole time.
Jogging/running also breaks down your abdominal muscles, so if you're a guy who wants to have great abs to show us ladies, make sure you balance your running with ab workouts
