they rate each other pics, and give reward to the best one.
they post their tips and techniques on how they took pics, and what camera & lenses they took those pics with
their raw pics look nothing special, but after they photoshop them (change lighting, contrast, burn, etc), they look magnificent.

fredmiranda is also a great place to just go and check out people's work, or ask about photog gear and shooting styles. only reason why i suggested books was because it was more methodical. sometimes it's harder to follow what people tell you to do through forums, as they skip a lot of basics and get straight to their level of thinking/knowledge. but you should be able to find people on all different levels that can help you through.

i agree... nothing beats the learning that could be done when you totally mess up the group shot that NO ONE ELSE TOOK and therefore have nothing but an out of focus shot left of your memorable trip to the skating rink!! i promise you that you'll analyze that photo to death and make sure the next time it will NEVER happen again!
thanks goodness for photoshop

that's no good. i believe a photographer MUST photoshop his own photograph. in simple words, photography has 2 stages: snapping the photo and post editing it. if you want to do well in photography, you must master both so if you have time, teach him how to use the program and let him work on it himself. as for you, if you want to do photography, get a camera yourself. whether its PSing or snapping pics, the best way to learn is not to read books (although it's still important) but to actually do it.

I was looking for beginners tips, just as a refresher, a little while ago (since I recently picked up the hobby again) and I found it helpful. I linked Page 7 because I think it actually made more sense to read from Page 7 back to Page 1.
I also recommend "Undertsanding Exposure" like others have said.
One of the absolute best ways for him to learn would be to find other people who are into photography and organize outings. This could be a club at school or hobbyist group or just some friends (it could even be just you and him
