There's a small chance, but it varies from person to person I suppose? And make-up is designed to be safe, isn't it?
There's also a chance that you might get "styes" from not removing eye make-up.
Look it up on Wikipedia if you don't know - It's a type of infection.
As for the waterline question, I wouldn't know the health issues related to that. <___>

also excessive use of makeup may cause the glands in ur upper nd lower eyelids to be blocked, which can give u dry eyes in the long run [i have that - its like a milder form of blepharitis]

Hypoallergenic stuff is always good too if you're sensitive. I recommend Physician's Formula.
Just never share eye makeup.

but i still seem to be fine
and sometimes i apply eyeliner on the waterline thing
but i dunno ? i dont usually wear eyeliner anyway ?

if you can't bear putting water/eye drops in your eyes (like me :$) try crying it out!

If certain types of lotion or creme could damage your skin, then how can eyemakeup not damage your eyes?
It's safer to not apply too much, too close.
