Yes, because you aren't actually paying taxes in California which helps fund the public universities and since it's California's public universities, priority goes to us. Plus for out-of-state students you need a 3.6 GPA or something to get in while Californians just need a 3.0 even though not that many people with 3.0's actually even get in to the good UC's. But if your stats are really good, you can probably get in. UC's like very well-rounded people who have not only academic achievement, but also good extra-curricular stuff. But honestly, my friend told me that everything like getting accepted is really by chance 
But the stuff I would really focus on as a plus are clubs [usually, it should be officer positions.. if you're not one then, well, clubs don't really matter] and the essay. A good essay and really good extra curricular activities can really make a difference.

State residency is a "very important" factor in UC's, so yes living in CA makes a HUGE HUGE HUGE difference. But hey, you can be one of the lucky <7% or so that get in from out of state..
It's also very expensive to attend a UC if you're not a CA resident, as it is with all state schools. It's almost as much as going to a private school..
