If ebay doesn't even have this phone for sale, then I doubt any online store will have this. I googled and only Japanese sites came up. So, to answer your questions.
As of now, this phone is not available for sale outside of Japan and I doubt there is an English review for this phone. I bet there are some Japanese ones out there though.
