fillers are things that are the anime has but not in the manga. the bountou arc that bleach is on are fillers. naruto is going through fillers as well.
and no one knows when they'll be over. i gave my guess above.

this was one of few bad episodes of bleach. the other ones involved the fillers during soul society with jinta, uruu, karin and yuzu.

Jump Festa, I believe, is an OAV that is released yearly through the Shonen Jump store in Japan. Jump Festa doesn't apply to the Bleach anime alone. Naruto has them as well. Gintama also had one prior to its series being aired. So basically, it's an OAV. Bleach has two, one that is pretty much the same as the episode when Ichigo went with his family to visit his mom's grave, and one about a sword that involves the appearances of almost every character the series can cram in.

As the fillers continue, the more and more difficult it will be for the happenings in the manga to be explained.
I think I should be ready to give up on the Bleach anime any week now.
