Be sure to read through both to get an approximate idea of what you need to do.
Typically you have to enabled DCC before you can start downloading. Some channels have people who'll advertise their server and in their advertisement message they'll tell you how to connect. Other times when you have bots and a packlist (which is either pack #0 or they'll have a list on their website), you can just do "/msg BOT-NAME xdcc send #xx" where BOT-NAME is the name of the bot and xx is the pack number. As usual be careful with what you download as plenty of people have gotten virus on IRC but it's a pretty fast method of getting files once you find the right channels.
Certain bots have minimum bandwidth requirements and they may drop you if you don't have meet it (typically won't happen for broadband but if you are downloading on BT or something it can happen). Be sure to read each channel's rules (normally !help or !rules but they'll put it in their MOTD aka Message of the Day) so you don't end up getting banned which happens more often than you think (they have bots which filter the chat) - though some bans are only temporary.
