It's hard, unless it's a special format where the waves are in layers. The vocals will be retained perfectly.
Other than that, you'd end up with sucky-sounding vocals.

Some programs have built in 'remove vocals' function such as Goldwave. However, most of these programs are trial versions and would require you to buy the program.
Audacity, however is a free, non-trial program that can remove the vocals. However, the actual MP3 has specific requirements for decent vocal removal. But results are usually relative to price, so these free programs don't remove vocals all that well. Here's a tutorial for it.
