visiting a doctor for reference is for insurance so derms are by the insurance.
you will have to pay for the visit and medications yourself, but hey if you need it that bad ya know

cos my bro had really bad eczma and his been using this cream that the dermatologist gave him
for about two weeks and the scars and everything are disappearing

My brother didn't see the skin specialist. Our family doctor recommended the cream.

i had a doctor that didnt want to give me a referral and then i saw another doctor and she did, however explain to the new doctor that you try many different things and it failed

Seriously. When you ask for a reference from your doctor and he refuses to give you one it's time to change doctors. When I asked my doctor even though she believed I didn't need to see a derm she still gave me some references.
But since your doctor won't refer you to one just find one yourself. If you have insurance it most likely will cover some of the cost but a lot of it will have to come from your pocket depending why you're seeing the derm. I had to pay $100 for my first time visit but my medicine was fully covered by my insurance. And even if it wasn't if was so worth going, my skin looks so good now.
EDIT:
Oh you live in Canada, can't help you then since here you don't need consent from your doctor to see a specialist though it is recommended.
Try to talk to your doctor again, tell him your problem and if he does give you something try it out and if it doesn't help again eagerly talk to
him and ask him for a referral.
Did you brother tell the doctor whatever cream he prescribed him didn't help? What does the doc do just give him new things to try out until he guesses correctly?
Still try to find a new doctor for future use even if you finally get this cleared up because your doctor obviously sounds like he's an bubble gum and mini cooper doctor.

Perhaps you should also check out a Dietitian or Nutritionist. If you're consistently having skin problems, its probably something in your diet. (though I'm sure the dermatologist will either have one on hand or can recommend one)

We told him many times that the product had shown no improvement to my brother's problem. He kept on saying to use it. My doctor is no good when it comes to serious problems.

it's called a REFERRAL and it's for insurance purposes.
anyway, as others have said before, seek out another PCP
