* To work your calf muscles, there is an easy to perform exercise, in which all you are required to do is to lift your heels off the ground, hold for a few seconds and then bring them back to their original position.
* In the same ways, you can raise your toes, while resting your heels on the ground. Hold the position for a couple of seconds and then bring your toes back to their original position.
* A great workout for your thighs is leg extension exercise. All you need to do is to straighten your legs in the forward direction and then tighten your thigh muscles and try to lift your legs. Hold the position for a few seconds and then come back to your original position.

like Taebo or Turbo Jam, they are kick-boxing workouts. They burn fat without making your legs huge.
Pilate is also good too, it's more of body toning though, it's not as intense/doesn't burn fat as much as kickboxing.

it helps you tone.. so it gets rid of fat of your thighs for you..
if you dont want to gain muscles you cant over do it.

You just have to do it at a slower speed over a longer period of time.
This way, you'll lose weight, gain lesser muscle.
And you stretch your legs A LOT so that you won't have bulky muscles.
I don't know if I'm right... I've been doing this.
& I also do what schung519 says.

Contrary to what the infomercials suggest there is no such thing as spot reduction. Fat is lost throughout the body in a pattern dependent upon genetics, sex (hormones), and age. Overall body fat must be reduced to lose fat in any particular area. Although fat is lost or gained throughout the body it seems the first area to get fat, or the last area to become lean, is the midsection (in men and some women, especially after menopause) and hips and thighs (in women and few men). Sit-ups, crunches, leg-hip raises, leg raises, hip adduction, hip abduction, etc. will only exercise the muscles under the fat.
