Say if I got a bad grade in psychology at SCHOOL A, and now I'm attending SCHOOL B, and I want to repeat the course, will both grades be cumulated? Or will the later, repeated grade replace the bad grade I got earlier?
And secondly, if I already repeated a course over the limit at my previous school, can I repeat it at SCHOOL B?

Depends on the schools policy really. You have to look around or ask.
Usually, they are averaged. Sometimes the newest grade overrides the previous grade.

if you retake the class at School B, then school B going to count that class and not count the class at school A, because school B just going to delete that class from school A from the transfer credit......at least in Texas....but you're in california...but the one rule I live by in college is WHEN IN DOUBT GO ASK THE ADVISORS...
