Website Help! Good free websites to blog and layout design

Hi, I want to creat a new website to post photos, and blog entries.
I have been using livejournal etc, but i really want to create my own backgrounds like other people.
But i have no idea how to create my own layouts designs etc ><
SOmeone please help n gimme some advice/ tips?

Maybe take some classes in basic HTML. I think that's the first start in designing your own layouts.
