I tried registering on their site, but I can't find any option for that... so I guess not.
You really need a '주민등록번호' (for Koreans) or a '외국인등록번호' (for Foreigners... although it's something you get in Korea too... from what I hear o.o)...

edit: oh wow! that is awesome! Now to see if i can figure out my boyfriends id (he is korean) and surprise him, since last night he told me it was impossible. (i refused to believe him though, because that is what he said about cyworld D:)
