flickr.com is really good
alot of my friends have even replaced myspace for this thing!
really good place to share pictures, and of course it has captions

i'd choose flickr or pikeo.
pikeo is pretty feature rich and uses some pretty cool web tools to make some nice online photo albums, but the reason why i like flickr [not only because the interface is easy and sleek] but because flickr has an interface to edit photos using photoshop express [found here]
[edit]
it's not free for unlimited, but you can get flickr pro for only $20 a year. that's pretty cheap if you ask me.

800 x 600 =( it sucks .. especially for wallpapers.
do you mean like a photo uploading ALBUM site?? if so, i've always loved photobucket.com
if you meant flash or more "website" oriented then google "flash gallery" and you'll get a bunch of free codes... with this you use codes to get all the pics directly to a website instead of "linking" them from photobucket. u need to understanding coding though
PS: it's free, BUT there's a limted bandwidth per month. if you go OVER your limit for one month than all your pictures WILL NOT WORK anymore as links. I pay a lil per year to get unlimited bandwidth =)

i don't know how much the bandwidth is for each, but the ones i've tried are: photobucket, dropshots, flickr, imageshack, snapfish
