Use the pen tool on Photoshop or Illustrator. You don't need a tablet for it =)

It's going to take more than a day to finish it if you've never done it before.
It involves drawing on paper, scanning, and then some tracing with the pen tool on photoshop, and some cg colouring
A colouring/inking tutorial would be a great tool for you to use, I think celeste on deviantart has a really great one, you should google her
