i really like female vocalists, especially in the electronica setting. i've been wondering (/having a hard time finding) if there are any artists similar to japan's Tujiko Noriko and Kahimi Karie, Piana, etc...
any suggestions that are even close to it would be highly appreciated!

Kahimi is easy. Just listen to Hockee. It's kind of hard to describe them as anything other than the Korean Kahimi Karie. Of course in all fairness you could also describe Kahimi as the Japanese version of Claudine Longet, etc. But yeah...
You might also want to check out Fanny Fink or Yozoh for this style of music, although their stuff is slightly more diverse and less of a direct comparison.
Tujiko Noriko is harder to match. Her stuff (at least what I have) is a little more experimental than most of the indieROK I know. You might find some kind of similarity (albeit with a milder form of experimentation) in bands like Fortune Cookie, bluedawn (푸른 새벽), Sogyumo Acacia Band. Actually someone like Hwang Bo Ryeong (황보령) might be closer in attitude and vocal style, but her albums are kind of older now. Hmm... Earip (이아립) might be good to check out as well, although her stuff is harder to find.
On the more straight ahead indieROK female vocals side it's hard to go wrong with bands like Donawhale, Casker, 비누도둑, etc.
There's probably more I'm not thinking of right now, but that should get you started...
[edit] btw, I never heard of Piana before you posted this, but I just checked them out and like them a lot, so thanks for that. Definitely listen to bluedawn (esp. later material) for similarity to Piana.
