What does the number after the minute mean?

and is there a program to do it? how do you get the time? do you watch the video and get it from there?

I dont know what that 332 thing is. It might be the current frame of the video. I guess in case the time is out of sync, it can sync in frames also.

the 332 are just the thousandths of a second. So 00:00:09,332 would be 0hours, 0minutes, 9 seconds, 332thousandths of a second. This way the subs that come up are really accurate.
