and ...BAD TRIPp...as he was giving him the speeding ticket i got my license taken away when he asked to se my license because it was a suspended license for not reporting a accident 2 months ago ( i figured if i report it to the insurance the insurance will report it to the dmv ) ...so...how fast can i get my license back ? any measures i should take ?

im curious how you didn't report an accident 2 months ago.
did you hit & run (without knowing you did so) and later get busted... or get into an accident with another party that resulted in damages over $500 and didn't report it?

I think what happened was that you didn't file the DMV SR-1 Form. Which is required to be filed within 10 days of a accident whether or not you are at fault. This form is basically telling the DMV that you were properly insured at the time of that accident.
Some auto insurance companies do file this report automatically and some don't. In fact when my crushed in a non-fault accident, I filed this report immediately, because I knew if I didn't I did risk losing my license. The reason being is that if the other party filed one, which will have my information on there, the DMV will come knocking at my door asking why didn't you file one?
Better yet if he didn't file one while I did (the SR1 form), he's screwed.
Here is what the DMV website says about this situation:
As for the the permit driver in this case, if the driver is truly 18 and older, the police officer really has no right to take your license. All you have to say is that you were not supervising your friend drive. You assumed that they were driving legally and that you had no knowledge that this person had only their permit, you should be fine. Pull the igonorance card and you might actually get away with it.
Of course if the car that was being driven was your car, you can't pull this one off.
EDIT: Nevermind the underlined info, I read your original post incorrectly.

When you have an accident, report it to DMV within 10 days if:
More than $750 in damage was done to the property of any person.
Anyone was injured (no matter how slightly) or killed.
Each driver (or the driver’s insurance agent, broker, or legal representative) must make a report to DMV using the Report of Traffic Accident Occurring in California form (SR 1). The CHP or police will not make this report for you. Call 1-800-777-0133 and ask for the SR 1 or go online at www.dmv.ca.gov.
You must make this report:
Whether or not you caused the accident and
Even if the accident occurred on private property.
Your driving privilege will be suspended:
If you don’t make this report.
For four years, if you did not have proper insurance coverage. During the last three years of the suspension, your license can be returned if you provide a California Insurance Proof Certificate (SR 22) and maintain it during this period.
