I know theres the maturity levels and personalities that can go against this

The only reason I say this is because you date someone for a reason right? At least I do. I wouldn't want to waste my time with someone I saw no future with. So by your 20s, you're almost out of college or fresh out of college or doing something with your life hopefully. You have your priorities and I guess it's easier to find someone to fit your lifestyle? That matches your personality?

Some people can start dating at 15 and hold a steady relationship for 4/5 years.

Some people can date at 19 and not hold a steady relatonship. It all depends.

worst time is anytime before that... or anytime during a personal crisis in which you use relationships as a crutch to keep you afloat

I think sometime after you graduate from high school, the guys ive dated in high school were just kind of a young teen thing, wasn't all that serious. So that bf i have now, we met during my first year in college. But it is true that it also depends on how mature the person is, some young teens are relaly mature nowadays...
