someone buys it but don't use it
Someone is using it but doesn't know that they are using it.

i didnt even think of that as being the answer.

i was just staring at it trying to think of a logical answer, but i got nothing.

xDD A friend of mine from Viet school told this riddle to our class.
It was slightly different because she said "The person that needs it can't go buy it."
We were all so confused though.
