Is it possible for a desktop computer to still be useable with a external harddrive if the internal harddrive fails?
and also can one use an external harddrive with a laptop that has a workable internal harddrive?

Very interesting question!
Its a bit more difficult, but is normally an option for newer computers. As long as it has the "Boot from USB" or something along those lines then it should work. Normally you will need to install it differently to make the drive bootable... unfortunately I can only think of versions of Linux which have a USB flash drive install support.
Its like booting off a CD so it can work with or without a drive in the computer. But it is slower than having it internal and I don't know if that convenience is worth the effort. In addition, you can't normally connect it to a different computer due to driver conflicts.
