I would say do them before and after if it is about cardio then it isn't that big of a deal. The question would be more pertinent if you were discussing before or after specific types of weight training. So go for it.
[ skip past if you don't want to know reason when weight-training, the abs are considered part of your core along with your lower back, this helps to keep a tight base (core) to help you do certain lifts, such as the squat and deadlift ( famous for building the butt thighs, and helping some with posture (back) ). ]
Just remember it isn't quantity per se ( 5000 situps vs 500 ) It is about quality muscle contraction!
So do it before or after or both and make it burn!

Do strength exercises before real cardio. There is nothing wrong with doing 5-15 minutes of cardio pre-weight/strength to get your blood flowing. Japanese researchers recently experimented and released their findings to the global health community concerning cardio being most effective done after weight/strength training.
