dvd flick (beta supports menus)
convertxtodvd (not free)
convertxtodvd (not free)
i think i've tried both... flick doesn't give you too many options with the menu theme. and i believe convertxtodvd only has text menus?

ConvertXtoDvD. Very simple and good tool. I've converted dozens of dramas into dvds using this so I can watch it on TV.
