Don't lick your lips either. =/
And sometimes, it's good to rub your lips with a rough towel to get rid of all the dead skin cells and etc. =/

But if that's not the case, i say pack on a lot of lip balm. I find C.O. Bigelow from bath and body works, works well for me. Or you can try MAC's lip conditioner, that one makes my lips look really pretty and soft
And if that doesn't work, then you should carry lip balm with you wherever you go so when it does get dry again, you can put on more. Just keep applying it and it should heal in time.

and it's worked better than all the 9287498374938 crap I've used.
I swear I had the dryest lips in the world. Getting toothpaste on your lips contributes
to it, so try not to get any on your lips. Drinking a lot of water and not licking your
lips help too. If they're really chapped and peeling, wet your lips + toothbrush and softly
brush off the flakes.
You can see I got a lot of tips on this, LOL.

Before sleeping, apply a ton of vaseline to your lips and don't touch! I used to do that and when I woke up, my lips would be super soft. Then, throughout the day, use Blistex (LOVELOVE).
Besides that, water is key. It's amazing how such a small thing can affect you. From a lack of water, my lips AND skin used to get really dry. Now I guzzle so much water, it may be slightly unhealthy for me. =P Good luck!

As for chapstick and lip balm, different kinds work for different people and different situations. Right now your lips are already damaged, so you need to heal them- brands like softlips are for protection and prevention of damage. You need to try something that's medicated- they usually use that word, medicated, on the packaging.
But you should also ask the pharmacist, they can make good recommendations for you especially after looking personally at your situation. We can't really do much for you behind the Internet and our computer screens.
