Well I can tell you that Rutgers New Brunswick has a huge asian community. If you are active there are plenty of asians to meet and party with

University of Georgia is a major party school. Being at orientation proved that too because most of the kids wanted to party once we were let back into the dorms. I don't know if it beats UFL though.:]

Anyways, I know UC Santa Barbara is quite the party school (probably out of all the UC's), and people even say UC Riverside is poppin sometimes.
And I definitely agree - San Diego State for sure, too.
