So i just built my first computer and all went well as far as setting it up with all the cables, chip, ram and etc. but when i go to turn it on the green light appears by the power cable but the fans dont rotate or anything. The power supply also doesnt light up and turn. I jump started the power supply with a paper clip and it worked so i assumed it was the mobo so i rma'd it and got a new one, but it's the same issue. I double checked the cables, and still not luck. Is there something i may be missing, or is it possibly that the power supply may not be exerting enough power? Here are my specs:

OCZ GameXStream 600W ATX12V PSU
Intel Core 2 Quad Q6600 2.4
G.SKILL 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 800

the power supply is plenty.
try unplugging the power from the wall. switch the power supply to off. unplug from mobo and video card if it requires one. hook up an hdd, maybe some fans, and jump start the psu. check if that works. if it doesn't work it's probably the psu.
also check if all the RAM sticks are in correctly.
