Maybe it's cos you have too many layers? Idk, my hair looked like a mushroom/bowl once upon a time when I grew my layers out D; It was sad times haha.
Anyway, I don't think there really is any definite way to increase the speed of your hair growth. Just eat healthy, sleep healthy, be healthy. Don't forget that protein!
Oh and don't damage it too badly...or else your hair will end up breaking at the ends really easily and it'll never get longer!
Speaking from experience, gahhhh.

Biotin is a vitamin that helps strengthen your nails & hair (as well as helping it grow out quicker). There's Vitamuffins too, which contains 50% of the required daily Biotin.

Hair in different parts of your head grow at different rates? Maybe the sides of your hair grow slower/faster than the other sides of your head and that's why you end up with a irregular shape?

Your hair reflects the overall health of your body. If you sleep enough, exercise, eat healthy, you'll have healthy hair, and healthy hair grows faster than damaged or unhealthy hair. Make sure you're eating enough protein because that's basically what hair is made out of. And massage your scalp often.
To deal with your hair now, why don't you try clipping it back or using a headband? Try not to iron it a lot since you're trying to grow your hair out.
