Well how long have u been running? and how long do you run?
I started running a month ago, 30min everyday... and I'm only starting to see the change.
It also depends on how you eat. It would really help if u mention that too.

Diet is critical. Cut out fast food-all processed food are bad.
Don't just run; do the hyper intensity interval training (HIIT): you jog for 30 seconds, run like hell for 30 seconds, repeat, you'll see unbelievable changes in no time.
Read http://musclemedia.com/training/hiit.asp for more detailon HIIT. Good luck!

agreed. I do lots of HIT and it benefit me a lot. For me, i only do 15 minute HIT which is enough since it can get really tiring o.o;;.
it doesn't have to be running, it could be cycling (biking), rollerblading, although, i heard sprinting works best.

Crunches only work the muscles which lie beneath the fat... It's important to burn the fat by doing some cardio atleast 3 to 4 times a week + strength exercise to tighten your body. I had the same problem when it came to stomach fat. But then I started cutting down on carbs and eating more protein + exercising a couple of times a week and I immediately saw results. I ran on the threadmill (intervals)for 30 minutes 3x a week + Pilates. But it reached to a point where people said that I looked too thin. Even my boyfriend (ex) back then said he liked my love handles/belly fat. Actually, today, I'm back to where I started=( due to laziness, lack of discipline and time, my belly fat is back=( planning on starting up again.
You should know that the parts you have difficulties losing weight are the areas you'll most likely gain weight easily. So if you easily gain weight in your belly or boobs for that matter, those are the last areas you'll lose weight... Anyway, cutting down on carbs, eating more proteins and exercising 2-3 times a week really work. Atleast for me. And if you didn't know, too much carbs(especially refined carbs) make you bloated...

Like all the other have said, HIIT and improve your diet. Using a food logger like The Daily Plate or FitDay will really help too.
And the person above me is correct too.. you can't spot reduce. But if you're a girl, sometimes just cleaning up your diet alone will really show nice results. HIIT will be icing on the cake.
What's your current diet like?

Like others said, diet and excercise are the way to go. Try some core strengthening workouts too, this helped me define my lower abs. Also, don't get discouraged, the stomach is the last place that looses fat, as a previous poster said, and by far the hardest part of the stomach to tone is the lower stomach.
