freshman year: 1.78 gpa (i regret this year so much)
sophomore year: 1.87 gpa (slacked my ass off, i so regret it)
junior year: 3.7 gpa (finally woke up and realized that this year was the year for me to shine or else it was the end of the world)
senior year: ???
what are my chances of getting into a regular university? by regular i mean any decent regular 4 yr university .. as in rutgers, uconn, cunys, sunys, etc (i'm from the tri state area) ... please not community college, my parents hate community college and won't send me to one EVER. since i fked up freshman and soph year, are my chances slim?

Well, you've improved a LOT your junior year and (don't take my word for this) I do believe that colleges actually LIKE to see when people improve. Well, I mean, who doesn't like improvement? Your grades WERE pretty low your first two years but you've improved so much as a junior and as long as you keep it up during senior year, I think your chances won't be that slim.
That's not to say that you should purposely do bad just to improve (to anyone else reading this).

You need to work hard to shape your application around the fact that you made such a huge improvement.
Tell them the reason why you slacked off and how you made it better. Colleges do like change, but there are definitely ways you can make it sound better.
You chances are really not that slim. Work hard on everything else (test scores, extracurriculars). Good luck!

Pretty much everyone posting so far have said that your chances aren't slim.
I agree, however your grades senior year can be a huge deciding factor.
If you don't keep it up, your hard work junior year kinda goes down the drain.
Oh, & be well-rounded. G'luck.
