I formatted my laptop, installing Vista wasn't a problem but I'm stuck trying to access the pre-loaded software to install my drivers. If anyone knows how to access the pre-loaded software, please let me know. Thanks.

Preloaded software for Vista is usually on the hard drive (seperate partition) and uses the Vista WIM (not sure) files that as far as I know we can't unpack. HP has a folder called SWsetup which contains all the drivers and programs, unsure about other brands.
I think you should visit the manufacture's website and try to download the newest ones for your computer.

I saw the partition for the drivers but I just don't know how to access it. I had to go to the Toshiba website and download/install each driver. Thanks awdark for your help!
