Whenever I buy clothes or go out, I always try to wear clothes that cover my upper arms because my upper arms have major 'flubber' on them.
I want to work out but someone told me that all that flubber would turn into muscles...that's a bad thing because I don't want my arms to look any bigger than it already is!
In my opinion, my body is at an ok standard for me and I'm not really insecure about anythnig else EXCEPT my arms because whenever I wear shirts that have no sleeves or just short sleeves, the flubber in my arms make me look fatter than I really am. I live in a really humid, hot weathered place so it's really uncomfortable for me to wear long sleeved shirts throughout the whole year.
Is there anything I could do that could reduce the flubber but not make it look so muscular?

Fat doesn't "turn into" muscles lol. Fat gets burned off and muscles
become larger or more toned. Just do cardio it will reduce
overall fat.
