So, this isn't really a big problem or anything, but I can't seem to watch HQ (high quality) videos on youtube. Mainly because the "view in high quality" button has disappeared everytime I watch a video that's supposed to be in HQ. Is this common or is there something wrong?

Do other people see it? I know that the newer uploads offer it, but more often than not the older ones don't come with the high quality option

The same thing happens to me. However, there is a way for you to make your account automatically play a video in high(er) quality.
If you go to your account settings, click the "video playback quality" (it is towards the end of the settings page).
Then choose the "I have a fast connection". Keep in mind that some videos are just low quality since it was compressed or it has always been like that.

or you can just add "&fmt=18" at the end of each link.
